1 dead, many injured in road mishap

SEPPA, Apr 18: In a tragic road accident, one person died on the spot and many other sustained injuries today when an Assam registered Mahindra Pick Up van carrying more than 10 passengers fell into deep gorge at Yaniso stream between Kapu Dada and Attanrang Singhi village in Seppa-Pipu road, informed police.  The vehicle was on its way to Pipu from Seppa when the accident took place around 10.30 am.

The body was identified as that of vehicle driver Madang Dafri (38). Injured persons were immediately rushed to the district hospital Seppa, SP added. Among the injured six persons are stated to be critical who later airlifted to Itanagar. DC Sandeep Kumar Singh immediately called up the Secretary Civil Aviation and requested the air sortie on medical emergency for critical injured persons.

 

APPDSU reiterates demands

ITANAGAR, Apr 18: The All Papum Pare District Student's Union (APPDSU) had urged state government to fulfill all the major demands of the people of this district place by them due to which the railway project was brought in after locals parted away with land and received meager compensation from railway authorities. “It may be noted that in a meeting held on 21-08-2008 under the chairmanship of Present CM who was then PWD and UD minister, a written resolution was passed in which strict ILP checking monitoring, Rail-cum- road bridge over Dikrong River, job opportunities to local etc were promised by the state government and railway. But surprisingly, railways have started running with passenger trains since few days back and it is seems that 400-700 passengers at a time are coming down at Naharlagun railways station. Whether these passengers are coming after obtaining proper ILP is a question which we ponder,” stated APPDSU in a release. Union also urged state government to adhere to its resolution of 2008 by strictly implementing ILP system, construct rail-cum Road Bridge over Dikrong River and provide job opportunities to the locals for C-D groups as promised.

 

Polling teams move out for re-polling amid tight security

AALO, Apr 18: The magistrates, polling personnel and security teams have started their movement from DEO office, Aalo today to conduct fresh poll at 1-Tabasora, 2-Nikte, 3-Dasi and 4-Yigikaum polling stations on Aprl 19.

Two magistrates, one section of CRPF and 15 civil police and IRBn have been deployed in each polling station for peaceful, free and fair re-polling. Elaborate briefings on collection of materials, checking of EVMs, arrangement of food and lodging were given to all the polling teams prior to departure. DIPRO

 

Good Friday commemorated by ABA

ITANAGAR, Apr 18: Along with the whole world, the Jesus Christ’s crucifixion popularly known as Good Friday was commemorated by Apatani Baptist Association (ABA) today.

The holy day was marked by skits of re-enacting the crucifixion of Christ, presentations of praise and worship songs, intercessory prayers and powerful and challenging Bible messages in various Baptist churches, reported Rev. Tage Donyi the Executive secretary of ABA who heads 12 churches, two Fasting Centers under three pastorates and thousands of Baptist believers.

Evangelist Koj Yabo speaking at the ABA Mission Compound Church IBC, urged the congregation to fix their eyes on Cross and remember that Jesus Christ came to this world and was crucified ‘to serve, not to be served’.

Earlier, the celebration was marked by a joint Lord’s Supper on the eve of Good Friday yesterday at Immanuel Baptist Church remembering the Passover Meal.

Hundreds of Baptist believers from 12 Baptists Churches under ABA attended the Holy Communion which was led by Pastor J. Rina, Area Supervisor from Mizoram Baptist Church assisted by Pastor Tallo Apa, Pastor Tage Gyute, Pastor Michi Tari, Pastor Lalthathanga Fanai and Vanlalnghaka Fegby.

 

“Beware of admission fraudsters”

ITANAGAR, Apr 18: Arunachal Students Union of Tamil Nadu (ASUT) has appealed to the parents and students of Arunachal Pradesh willing to pursue higher education in Tamil Nadu to be careful from fake and cheater educational institutes.

While assuring all help to Arunachalee students willing to pursue higher education in Tamil Nadu, ASUT said that numerous students of Arunachal Pradesh were duped earlier by fraudsters by assuring admission in reputed medical and engineering institutes.

The students union also suggested those patients, especially first-timer, who comes to Tamil Nadu on medical ground, to contact ASUT in case of any emergency and other help.

 

Society condemns physical attack

ITANAGAR, Apr 18: All Sagalee Dopum Charitable Society (ASDCS) today strongly condemned the alleged physical assault on one Nguri Kushal of Kimin recently by a group of people in poll-related violence. The Society also claimed that main accused was junior engineer in WRD posted at Nyapin in Kurung Kumey district. Further society claimed that none of accused involved in the attack was arrested by the police so far.

ANSU demands immediate eviction of illegal Assam construction at Taraso

ITANAGAR, Apr 18: All Nyishi Students’ Union (ANSU) has demanded Arunachal Pradesh Government to immediately evict all the Forest Protection Camps being set up by Assam Forest Department within Taraso administrative circle of Papum Pare district.

An ANSU team headed by its president Byabang Joram and general secretary Nyanya Gollo yesterday visited Taraso circle and found Assam Forest Department constructing one Forest Protection Camp at Julang village area within Taraso circle. The ANSU team along with the Taraso Circle Officer made a joint effort to halt the construction activity through dialogue and discussion but their efforts went in vain as there was no positive response from the Assam Forest officials, said ANSU in its memorandum to Chief Secretary.

The construction work is being carried out by Assam forest officials with help of police and paramilitary forces.

The student union also informed that the Sonitpur (Assam) Deputy Commissioner (vide letter No. SPD/Forest/253/2011/12 dtd 11/02/2014) had submitted to the Government of Assam the model plan and estimate for construction of four Forest Protection Camps at Radhasu Point, Dikal Tinali, Chouldhowa Road Point and Naharjan under Behali Reserve Forest and the proposal has already been granted by the Government of Assam (vide order No. PLA 475/2010/127 dtd 25/02/2014) at an estimated cost of Rs.19 lakh per camp. The project is being executed by Assam Forest Department under RFO Sonitpur East Division, it claimed adding that all the four camps fall within Taraso administrative circle.

The Arunachal-Assam boundary dispute is presently under the purview of the Supreme Court as per the petition filed by Govt. of Arunachal Pradesh. In this regard, the Supreme Court has constituted a 3-member local boundary commission (LBC) to look into the ground reality. The LBC has already visited all the disputed areas. The final report of the LBC is likely to be placed before the Supreme Court very soon.

Since the matter is under judgment of SC, the Assam Government by doing so has dishonored the intervention of the Apex Court, ANSU said.

Apprehending recurrence of incident like Sango, where 15 people were killed by anti-social elements, ANSU sought the state government’s immediate intervention to stop the illegal construction before it goes beyond control.

The students’ union urged the CS to immediately shift IRBn camps to Arunachal-Assam boundary points in order to closely watch and check rampant encroachment activity.

Earlier on April three, ANSU had apprised the office of the CS verbally about illegal land encroachment activity carried out by the Assam forest officials at Taraso circle and demanded the state government’s immediate intervention.

 

 

Unearth the truth behind death of poll official: ABK

ITANAGAR, Apr 18: Adi Bane Kebang (ABK) East Siang Unit in a letter to Deputy Commissioner, East Siang district said that the reported mysterious death of a young teacher while performing Government duty at Siine village under Boleng circle is very disturbing and confusing. Such type of heinous crime if at all committed should be unearthed and stringent and exemplary punishment should be awarded.

The ABK district unit appealed to the District Administration to immediately set up a committee to look into the circumstances and take up this case on priority basis which led to the loss of a human life. It also said that free and fair trial should be initiated and the culprit should be booked on an early date so that the confusion which is looming large is cleared at the very beginning as delay in action might send some kind of wrong signal which might hamper the existing peaceful environment.

The ABK district unit assured to provide all cooperation to the District Administration for unearthing the truth behind the mysterious death of a young official on Government duty and this should be the first case of this kind where an innocent and an efficient official has lost his life in poll related case. It also said that ABK, District Unit on its own will also try to find out the actual cause which led to the loss of a human life and will share any kind of information to the District Administration so that the fact can be made known to everyone.

 

Body of missing official brought to Pasighat, magisterial enquiry underway

PASIGHAT, Apr 18: After identification by the family members, the body of late Mathew Dabi (Assistant Teacher) has been brought to the General Hospital, Pasighat late this evening. A pall of gloom has descended as the mortal remains of Dabi being brought to  Pasighat.

The East Siang DC and SP rushed to the Hospital and personally met the relatives of Late Dabi.  Conveying condolence to the bereaved family, the officers duo expressed their deep shock and grief over the death. Due compensation will be given to the bereaved family, informed the East Siang DC-cum-DEO.

Meanwhile, the District Magistrate has informed that magisterial enquiry is underway and a team of medical experts has been formed by the JDHS Dr. K. Lego to carry out postmortem tomorrow morning to ascertain the cause of the death of Lt. Dabi.  East Siang SP further brought to light that police investigation is underway and viscera sample would be sent for forensic investigations.

Reportedly, Lt. Dabi went missing since April-9 last while attending polling duty at Siine village, under Boleng subdivision. DIPRO

 

GSU suspects foul play

ITANAGAR, Apr 18: Suspecting foul play in the death of Mathew Dabi, Galo Students’ Union (GSU), in a letter to state election commissioner, has demanded to set up a judicial inquiry into the matter.

Dabi, who was engaged in poll duty at Siine village under Boleng circle, went missing on April nine. His body was recovered by police from a gorge near the village yesterday.

Further, the GSU demanded the state election authority to take stringent action against those responsible for assaulting DRDA PD (Seppa) Kego Jilen beside bearing the entire medical, expenditure and adequate compensation to the injured.

 

 

Cong fires salvo at BJP, demands public apology

ITANAGAR, Apr 18: The Arunachal Pradesh Congress Committee (APCC) today took serious exception to the statement of the Bharatiya Janata Party (BJP) Arunachal Pradesh unit accusing ruling Congress of ‘Talibanising’ election process. While condemning the allegation of ‘Talibanisation’, the APCC asked the BJP to tender a public apology for ‘denigrating Arunachal Pradesh, one of the most peace-loving states in India.’

Strongly reacting to the BJP’s allegation, APCC vice president Tatar Kipa  said “Thrizino-Buragaon incidents, mostly instigated and provoked by the BJP workers in which vehicles of the BJP and the INC were equally damaged, cannot be termed ‘Talibanisation’. There were numerous reports of BJP workers indulging in unabated violence throughout the state contrary to BJP state unit president Tai Tagak’s accusation only against the INC.”

APCC further alleged that BJP candidate assaulted voters in Model village, Naharlagun, its workers attacked Congress workers repeatedly in East Kameng district besides DRDA project director Kego Jielen in presence of the DEO at Seppa (undergoing treatment now at Guwahati with grievous head injuries), many EVMs were damaged by them in different assembly constituencies. BJP supported goons chased away INC polling agents from Wanu and Ngamding booths under Kanubari circle in Tirap district before capturing the booths for which a complaint was lodged with the DEO, among others, the APCC added.

Pointing out a series of incidents beginning from the ‘reported involvement of the Talibans in Kargil War (May-July 1999), hijacking of Indian Airlines Flight 814 with 160-odd passengers from Nepal to Kandahar on  December 24, 1999 for which three top ranking Taliban terrorists were released to free the passengers, 2001 attack on the Parliament during the BJP-led NDA regime, besides Godra carnage,  deadly Moist attack where senior Congress leader V C Shukla among 27  killed on  May 25, 2013 in BJP-ruled Chattishgarh,’  APCC questioned - were these not worse than Talibalisation?  As the destructive Taliban activities in India are recorded in history, is the BJP acting under Talibans’ influence and trying to Talibanise in Arunachal Pradesh?, the APCC further asked.

“While acting and behaving themselves like Talibans the BJP leaders and workers have the audacity to point an accusing finger at the ruling Congress. Therefore, the APCC cautions the Arunachalees to beware of the divisive and hidden political agenda of the Saffron brigade, which is adamant to pave the way for ‘Taliban rule’ in Arunachal Pradesh.”

In its concluding remarks  APCC said that the voters are wise enough to judge wrong and right and their decisions to be made known on May 16 next would reflect their rejection of the destructive polity of BJP.

 

 

Sisen sees election as an illusion

of development

Election is the buzzword in India now; it’s in the air and rose in a crescendo, as men, women, children and transgender are tuning in to political music and singing paeans on their beloved leaders. Its scent pervades every nook and corner, from hustling- bustling city lanes to dust-laden streets, stings every voter with toxic of happiness and a hope for change.

The transformational change is perceptibly ubiquitous though short-lived, as the abandoned walls are embellished with candidate posters, streets are illuminated with party symbols and logos, rusty pillar and poles are refurbished giving new hope of development sprouting beneath.

Elsewhere in the remote Sisen village, a small hamlet under Nugong Bango (block) of 35th Pangin-Boleng (ST)Assembly Constituency in East Siang district, election is no longer a platform of formal decision-making process for choosing a good leader for better governance rather it has become a catwalk of politicians and polling officials. For them election is an “illusion of development” which does not exist in reality.

Boycotting the simultaneous polling on April 9 last, Sisen from nowhere at least caught the national attention, as their unique way of protest over poor development in the village has sparked off debate. It has also broadened the perception of political pundits and egging new ideas into sniffing journalists of the national and local dailies.

Indeed, boycott is a symbolic protest and their slogan “No road No vote” was an “acrimonious pill” which the villagers have been waiting for since many decade to spit it out right at their political leaders and the election commission’s face. They have sent a clear message to the authority particularly those who are at helm of affair that the villagers will no longer be a part of choosing leadership and government formation process, wherein they get nothing in return.

Their demand is genuine and simple for basic facilities such as road connectivity, better school buildings, uninterrupted electricity and hygienic drinking water supply which every modern citizen of a country aspires for.

The angst is over hollow-promises and false hopes given by their local representatives, be it former MLAs Tanyong Tatak, Tapang Taloh or MPs Tapir Gao and Ninong Ering, ahead of every election. “Every year political leaders come and give false promises of development but after election situation remains the same,” said Karunath Pazing, a social activist who is spearheading the boycott.

The candidates are die- trying at hustings to convince and persuade the voters (villagers) with pledges of development and new hopes of growth, but the candidates themselves know how true they are to their words.

Literally Sisen becomes battle ground of “blame game” as the political parties and leaders are astutely passing the buck. The BJP state unit termed the boycott of polling as a slap to democracy and alleged that ruling Congress has failed to fulfill people’s aspirations. In the process, the saffron party has forgotten that former MP of East Parliamentary Constituency was from BJP who could have at least raised the demand.

When contacted local MLA Tapang Taloh claimed that he has done enough for the area in the developmental front and alleged that the boycott was politically motivated.

“Boycott was politically motivated led by Pazing who is a BJP sympathizer, so he is instigating the innocent villagers,” charged Taloh.

Meanwhile, Pazing has refuted the allegation and clarified that he has no political affiliation to any party.

In fact the reason for boycotting the poll is obvious that people apparently do not want ‘political patting’ any more nor lips service from the authority, rather need practical development in the village. The boycott itself is reflective in nature, it does not show loyalty to any parties; be it the ruling Congress and the principal opposition BJP or alternate party PPA. It is said abortive attempts were made by the political parties to win back the villagers with huge cache of money but Sisen does not budge.

Interestingly fuelling the turn of events, the district election officer (DEO) registered FIR against the agitators under section of 186/187 of IPC (obstructing public servant in discharge of public functions), declaring the protesters as defaulters.

The DEO’s move of filing FIR though not for boycotting the poll was akin to Gujarat Chief Minister Narendra Modi’s attempt to pass law seeking compulsory voting way back in the fag end of December 2009. According to Modi’s proposal, those who abstain from voting would be declared as defaulter. Thanks to then Governor Kamla Beniwal who sent back the bill on the ground that the legislation violates the Constitution and she objected to punishment clause for those choosing not to vote. Imagine! What would happen to our Bollywood actors and cricketers who normally evade voting, if the act passed?

Sources in Pasighat informed that district authority is taking every possible step to pacify the agitated villagers to persuade them into polling booth. Even it went on to claim that the villagers have agreed to cast vote. However according to our sources they are still stand firm on their decision but agreed to allow the polling team to come at village.

If voting is a constitutional right, isn’t it moral responsibility of the state government and local representative to redress the needs of its own people?

With its new way of protest, the neglected village has already broke  the Arunachal’s election jinx (vote for cash in election) and hooked up the media and authority’s attention, now all eyes are on re-polling team how they able to persuade them to decide their own fate.

ITANAGAR, Apr 18: Skilled manpower and knowledge are key factors for the economic & social growth of any country. However, only 2% of the total workforce in India has undergone skills training at present. The infrastructure sector too faces a huge shortage of skilled manpower.

While the Government has put an impetus on skills training, a lot of work needs to be done to ensure India’s young population is trained and skilled. As the infrastructure sector sees growth, the construction equipment will also pick up thus, generating employment for skilled manpower. According to experts, by 2020, the construction equipment industry will need an estimated one lakh trained operators and three lakh trained mechanics.

Encroachment by Assam at Dollungmukh

Dear Editor,

Through your esteemed daily I would like to share that Assam forest department has been planting seedling inside Arunachal territory at Dollungmukh which is again violation of the order of Hon'ble Supreme Court of India to maintain status-quo till any judgement is reached in regards to boundary row. I being one of the affected citizens of Dollungmukh, would like to urge govt. of Arunachal and all the student unions to kindly look into the matter and take urgent steps for permanent settlement of boundary row between Assam and Arunachal.

Every Govt. employee should be treated equally

Dear Editor,

This is in response to the news item published in today’s edition of your daily under the headline ‘Govt. approves time bound promotion to MOs and specialist doctor’. It is noteworthy step.

But I would like to draw the attention of the government and babus of the state that there are departments like statistics where people are sincerely serving state government but they have no time bound promotions, inspite of their low salary. The statistic department termed as backbone of the planning department by many, has no such regards in real sense. Officials have been sincerely delivering their duty for the last 25 years and yet no sign of promotion anywhere. The officials go to superannuation without any promotion in their lifetime. Where is the incentive to work hard here? The government should provide equal opportunities to all it’s official and officers in equal term. Everybody should get time bound promotion irrespective of the department they belong to.

Forest fire major cause of concern

 

Every year, forest fire around capital complex causes massive loss of forest cover. Once known for greenery, the beauty of capital complex has taken severe beating in recent time and major cause is attributed to forest fire incidents.  The hills surrounding capital complex looks pale in absence of forest. As per the record available with forest department maximum number of forest fire incident around capital is caused due to human negligence. Many a time fires lit nearby house or garden goes on to cause major damage.

On April 15 night forest fire in the adjoining area of Dariya Hills and right bank across Sanki River lead to colossal loss of forest cover.  The environment and forest department took serious note of incident and held emergency meeting to chalk out immediate plan to control the fire. As a result joint team of field executive staff was formed and directed to rush to the spots and take measures to contain the situation. The patrolling team was also put into service with necessary instructions both for controlling the forest fire and apprehending the offenders involved in causing such incidences in and around the capital complex. The steps initiated by environment and forest department are appreciable. However it should be implemented in true sense and should not remain as media hype.
